Being a nimble data-driven enterprise requires a reevaluation of business decisions, decision rights, scope and accountabilities:
  • Who is the owner of the business outcomes, and what business processes are key in achieving these outcomes?
  • What are the key decisions that must be made, and what key indicators (KIs) are used to understand outcomes?
  • What business and information tasks and activities are needed in support of the decision?
  • Other than the decision owner, what other stakeholder roles are involved in the decision, and what is their relationship (RASCI: responsible, accountable, supporting, consulted and informed) to the decision?
  • How does the decision relate to business value and information value, and how are these related to strategic goals?
  • What data and analytics assets are needed to achieve the outcomes (using KIs to understand success/failure)?
The answers to these questions will uncover the formal and informal, centralized and decentralized decision rights model for data and analytics, as it exists in the enterprise today. Once the decision framework model is clear, and its impact on the ability to help or hinder business outcomes is understood, active engagement with key stakeholders is the next step.
