They make the requirements process inclusive and measureable; ingrain a continuous improvement mentality to quality management, treating defect issues as opportunities to build team wisdom and development process intelligence; anticipate risk and manage it proactively; and assume that change is inevitable because the world is a moving target.

The common thread of success is enabling collaboration in context -making the process transparent so stakeholders and the team remain informed and empowered to contribute, rather than be blindsided by change. Although it sounds simple, attaining in context collaboration is easier said than done. Nonetheless, when transparency and empowerment are ingrained, it makes possible to achieve other process goals.

Once people are in the loop and processes managed transparently, technology can be implemented that provides the glue for stakeholders to collaborate and meet their time to market or benefit goals.
